ukraine is alive and kicking and will never surrender. those powerful words from the president, volodymyr zelenskyy as he delivered a inspired and historic address on wednesday evening. the leader was greeted by cheers and a standing ovation from lawmakers in a remarkable moment coming 300 days after russia launched its unprovoked invasion. his visit lasted hours but marked his first trip outside of ukraine since the war began. he expressed his gratitude for critical support but also to ask for more assistance. >> our two nations are allies in this battle. next year will be a turning point. a point when ukrainian courage and american resolve must guarantee the future of our common freedom. the freedom of people that stand for their values. your support is crucial, not

just to stand in the fight but to get to that turning point to be victorious on the battlefield. we have artillery, thank you, is it enough? not really. >> hours ahead of that speech, he met with president biden at the white house where the leaders displayed a united front against russia's war. the visit coming as the u.s. announces a $2 billion aid package for ukraine that includes a patriot missile and defense system considered the most advanced in the u.s. arsenal. in the oval office biden was presented with a military cross metal and called his visit a great honor, a similar sentiment echoed by mister biden.

was no more dramatic or consequential 7-8 hours then those hours he spent at the white house and capitol hill speaking to a joint session of congress through the lens of a conflict that shows no signs of ending anytime soon and that was one of the primary takeaways from his sprint through washington dc. his first trip since russia invaded. the reality that as long as russia continues to mount the invasion they have had ongoing for 10 months, there is no compromises to make. there is no change or shift and this is not just a battle between two countries. this is a battle to some degree in the framing, for democracy, for many of the western values that president biden has made clear are essential at this moment in time. that is why this visit was so critically important given the scale of the u.s. assistance

over the last 9-10 months. while he was here biden announced another assistance package including the patriot missile defense system. something that ukraine wants more of. they need lawmakers, they need the public to continue to support that and volodymyr zelenskyy made clear that was why he was here and he had a clear message. >> your money is not charity, it is a investment in the global security and democracy that we handle in the most responsible way. russia could stop its aggression if it wanted to. you can speed up our victory.

i know it. >> officials familiar with the closed door meeting by biden and volodymyr zelenskyy said there was no clear moves towards some type of peace pathway, that is not on the table so long as the russian military continues the pathway they have pursued but they seem to agree that next year is a turning point. a critical year and a moment when the ukrainian forces plan to make a breakthrough. how they are going to do that is unclear. officials see this now more as a stalemate when it comes to the battle space than any kind of progression forward. volodymyr zelenskyy made it clear there will be asking for more assistance daily from here on out.

much more will be needed in the months and perhaps longer ahead. cnn, the white house. the patriot missile advance defense system will be the most advanced military equipment the u.s. has sent to ukraine. officials tell cnn it will take months to properly train ukrainian forces on the system. lieberman has more. >> reporter: the patriot missile is the military's most advanced missile system capable of shooting down a variety of targets from ballistic missiles to aircraft. it will bolster ukraine's air defenses which have had to contend with constant barrages. the batteries will fit like a extended dome over current systems. the radar can detect threats

from farther away. a long-range air defense capability. below that are systems like the u.s. provided sam's. a medium-range system that is effective. there are other short range options like stingers. >> they are significant but they are not a game changer. >> reporter: experts say a patriot battery costs about 1 billion so ukraine should not use these to take out inexpensive drones, it has six major parts according to the center of strategic and international studies. it takes 100 personnel to operate a full system. nearly 20 countries have patriot batteries, israel has used them to intercept drones.

>> i think the system will work against a wide variety of russian threats. this is the most complicated system we have given to the ukrainians. >> reporter: complete training takes weeks if not more. time is one luxury ukraine does not have. in the con officials say it will take several months to train them on how to operate the patriots. they will compress the timeline as much as they can but it is a complex system. i also would not overlook the other capabilities in this assistance package, more of the ammunition they have used effectively, more vehicles, precision guided bomb kits and technology that will allow the ukrainians to carry out initiatives from fighter jets. they need technical know-how to make it work but they have done it before and there is no doubt they will do it again.

one final note, there is a lot of nonnative standard ammunition in here. the u.s. does not produce that, that is sourced from elsewhere. that will help them with the systems with which they are already familiar. cnn in the pentagon. earlier i spoke with the former u.s. ambassador to ukraine, i asked how the patriot system will boost ukraine's defenses against russian attacks. >> the patriot has good capability against enemy aircraft and also against ballistic missiles and that may be the unique contributions. the patriots will allow ukraine to defend against missiles. again, there is also a symbolic message, a commitment of long- term american support because it will take a while to train the ukrainians on the patriot

but that is showing that america will still be there several months down the line. >> in his speech volodymyr zelenskyy said this, we have artillery, is it enough, not really. that was a moment that got a laugh but it is a significant point. ukraine will be seeking more aid but will a divided congress approve it? >> part of the message that volodymyr zelenskyy directed at the congress was to bolster support for ukraine. bear in mind if you go back to the 90s, there is a long tradition of bipartisan support for ukraine. it was only in the last 8-9 months were you see this fisher emerge in the party were most republicans understand the importance of ukraine and that america has a interest in ukraine's defense but you have this minority group, the incoming speaker of the help

it is just going to be a brutal forecast ahead. >> the next three days across the plains moving up to the ohio valley and into the northeast, the system already taking hold of the pacific northwest and dipping down into texas. this is the 24 hour temperature change. a 67 degree difference in casper. it is colder this morning, a record temperature drop in cheyenne. from 43-10 within 10 minutes. it is awfully cold for many of us and it is going to be a ongoing situation. over the last 24 hours when you factor in the wind, it feels much colder. we have already had 70 below windchill values. the arctic air sinks into texas over the ohio valley and then pushing into the northeast in the next two days. hours below freezing.

in mississippi they are expecting over 80 hours of below freezing. this is when pipes start to freeze. make sure you have your faucets turned on so they are dripping. also keep in mind, frostbite can take place. 5-10 minutes exposure time with wind chills of 45 below, not good. chicago will have windchill values of 33 below. wind chills are worse when you get winds of 74 miles per hour. already dealing with that across the northern plains. that is a category one hurricane strength the wind. wind chill warnings for the pacific northwest, down through texas and southeast. hard freeze warnings across the deep south pushing into the southeast where temperatures are expected to get down to

welcome back, the house committee investigating the january 6 insurrection is expect it to publish the final report today. on wednesday it released transcripts of interviews with more than two dozen witnesses including major players in donald trump's orbit. sarah murray has details. >> reporter: the january 6 committee failing to meet the deadline they set for themselves to release a report on wednesday saying it will be available to the public on thursday. we are expecting 8 chapters and hundreds of pages. in the meantime on wednesday evening the committee did released 34 transcripts.

senate is voting on a bill overnight and into the morning that will authorize 45 billion in additional funding. all eyes on a small contingent of house gop members that have been vocal that they do not support ukrainian funding in the same way we have seen in the last year or so. we did speak to kevin mccarthy who says he does support ukraine but not a blank check. there are other members of his caucus including matt gates who said he attended out of respect but not agreement. republicans will be taking over the house in january and any sort of additional funding ukraine may get will have to clear both chambers. what will house republicans do about this? what type of level of support will that be? we did speak to lindsey graham who is a support of ukraine aid.

countries in nato are being used against russia. nevertheless, our soldiers, officers and sergeants are fighting for russia courageously. >> he announced that he wanted to increase the size of the russian army from 1 million to one and a half million, he talked about accelerating a hypersonic missile program. and increasing the readiness of nuclear forces and modernizing them. this was a strident speech in a week where we have seen many from vladimir putin and the idea that russia is in conflict with the west as well reinforced the comments from volodymyr zelenskyy. he said the hollywood style trip to washington has confounded the administration's statements about the lack of intention to start a confrontation with russia, they are just empty words.

the lines of migrants are growing longer by the day at the us-mexico border with the trump era immigration policies still in limbo. that policy which allows officials to quickly expel migrants to slow the spread of covid-19 was due to expire wednesday before the supreme court stepped in to put the termination on hold. order cities and the biden administration are still preparing as if title 42 will finish sooner than later but until it does uncertainty looms

over the thousands of migrants trying to seek asylum. we have more from texas. >> reporter: the anticipation building on the mexican side of the border on the day title 42 was set to be lifted. these videos shot by a migrant and provided to cnn shows migrants using rafts to cross the rio grande. some in the crowd provide commentary saying they are tired of the long wait. that u.s. immigration authorities are watching it all happen. i am in texas, the river is behind me and our drone camera is capturing a similar scene on the mexican side. a large law enforcement presence on the u.s. side and our cameras were rolling as a group of migrants including a child crossed into the u.s. and turned themselves in, all of

the migrant crisis in the city. eric adams is claims the influx of migrants into new york is a national issue because it strained the resources. the spending bill being negotiated has the money the city needs. they are expected to get the federal aid for providing relief in areas overwhelmed by asylum-seekers. mark levine is the manhattan borough president in joins us. thank you for joining us. there are reports that new york city could get a big chunk of 800 million in federal aid. how will that help you and your work with migrants? >> i am proud of the way new york city has been welcoming asylum-seekers with open arms but make no mistake we need federal assistance. we need financial assistance and we are encouraged by the possibility that the help will be coming in this budget but we also need logistical support and a national plan.

to proportion the migrants to cities and states that have capacity and we make work permits granted by the federal government. we need assistance on many fronts. >> new york has stepped up to welcome migrants with open arms and the numbers of new arrivals are rising. they will rise further. at this point, where can you house them and how much capacity do you have? >> we have received over 30 thousand migrants in new york city. still 20,000 are in our shelter system so space is extremely tight. it will take emergency measures to perhaps contract with additional empty hotels or in the worse case scenario, set up tents. nobody wanted to come to that. we have a capacity problem and that is why we need a national plan so migrants are

distributed based on where there is capacity. weather is existing family networks. we are leaving those decisions up to governors like greg abbott in texas, he is only motivated by the politics. that is no way to run a national policy. we need a plan to make sure new york is not bearing this burden alone. >> the federal aid we talked about earlier will help provide housing, and services for some arriving migrants but your calling for a national plan to redistribute asylum-seekers so the load is shared across the u.s. not just new york. are you talking to other states as well as the federal government about this plan? >> city hall in new york is talking to city leaders across the country for sure. many are saying they have capacity to receive migrants themselves. we are leaving it up to governors like greg abbott to

decide what cities to send their buses to and that does not lead to a rational plan. we can do this in a more logical way and we need to get that plan ready now because we could be days away from as many as 1000 migrants arriving regularly every day, seven days a week in new york and that would be a enormous strain on our systems. we will find a way to meet the need, we always have. we do need more help. >> right now you are managing a acute migrant crisis and a enormous strain on resources, it will only get worse in the coming days and weeks. as you pointed out, you said new york has always been home to those who seek better opportunities, do you feel this moment is a reminder of what new york stands for but you cannot do it alone? >> absolutely, we are the home

of the statue of liberty for a reason, every wave of immigrants that has come here enriched our city and that is true for this wave as well. mostly venezuela and other latin america countries. they come here to work. when i talk to them the first question they ask is how they can get a job. they will contribute but in the short term deigned have enormous needs for housing, food, clothing and healthcare. new york city is providing but we need federal assistance to do it. >> to bring it down to a human level, it is winter, it is called. thousands have fled poverty, war and persecution. many are homeless. in addition to providing shelter, food and water, there is also the human support and social services support that is needed. >> these migrants are flinging

horrible conditions in their home country. their travels here often on foot for thousands of miles have been harrowing especially for the young people, the trauma they have experienced is unspeakable. they need intensive social support, we have had a second suicide in our shelter system among the migrants. a painful reminder they are human beings and they should not be treated as political ponds. they have suffered and we must do right by them and we can but it does require a investment in social supports and everything else, floating food, clothing, shelter and everything else. >> this is a critical time for thousands of people. thank you for joining us. israel is one step closer to having its most right-wing government in history. on wednesday enginemen announced

that he formed a governing coalition but the incoming cabinet is expected to include politician that supposedly is on the extreme ranges. what comes next for benjamin and his government? >> after he and his coalition partners had a better than expected result in the november election, he said he was going to form a government within a week and then it took weeks of wheeling and dealing with coalition partners and last night minutes before the deadline benjamin let the israeli president no that he was going to form a government. there is still coalition agreements he needs to sign and we do not know exactly which ministers and they have to pass a few laws to let these ministers perform their duties but there is a lot of concern. there is a lot of concern among allies including the u.s. about these new ministers.

excuse me. sorry. there is concern among israel's allies. i want to read to you a little bit. some of these were once considered the far right fringe. a lot of concern that these ministers will have control of policies in the west bank and in jerusalem's holiest sites. he was once convicted in 2007 of racism and supporting a jewish terrorist group. now he will be security minister. now there is this minister. he wants to annex the west bank and now he will be the minister of finance and have a hand in the authority that manages border crossings for palestinians. then there is also a man who declared his a crowd homophobe.
